A recipient is one address on one message. A message to three people costs three recipients, because that is exactly how Amazon counts it and pretending otherwise would only produce surprising invoices.

Prices are net
Veltic Send is sold to businesses only, so prices are stated without VAT. Customers inside Germany are invoiced with German VAT; business customers elsewhere in the EU receive a reverse charge invoice against a valid VAT identification number.
Why there is a free tier at all
Because nobody should have to enter a card to find out whether an API fits. The free tier has its own ceiling across the whole platform, separate from the paid one, so free usage can never crowd out a paying customer or push the operator into an unexpected bill.
What happens at the limit
The API answers 402 and stops. It does not queue the overflow, and it does not bill you for it. If you have a card on file and want overage, that is a setting you turn on knowingly.
